[PLEASE HELP] “Forgiving student debt”

I was lucky to get a scholarship during my time at Harvard graduating with my law degree (as I was highly skilled at chess and rowing.)

Right now, I am struggling to understand the US plans to “forgive ****** debt.” I mean who exactly is going to pay this? The tax payer?

I don’t understand this ****** ********** ideas
