I could be wrong, but, I think the problem is it's like one or two dudes doing the updating. Take Whyte, I have Whyte on a file. xbtc3 or some such similar weird extension. Anyway I got Whyte on file because Whyte wasn't in the database back then. He is now, but, still isn't up-to-date, just more updated than 2013. It does get updated, just slowly...as ****. If you're one or two or even a few like five or six fellas, updating all of boxing ever, you're gonna be doing that slow as ****. So I assume that's the case. I only ever see IcedT anymore but tbf it's been years since I've looked. If it's Ice alone dude, you can outpace him because he's not direction.
The folders are under my programs and my documents by default. Yours should be there. I know XML's are stored in one of them because I found it while dropping photos in the photo folder and changing the belt colors. Can't stand seeing everything in WBO maroon.

The way I actually work it is I have one game I use for testing stuff and all others I keep nice and clean. So if I update the test game and it grabs new boxers instead of updating I can go into my clean game, delete the out of date guy that has a problem updating, export the updated version from the dirty game and import him into the clean game. Same with new boxers at are actually new to TBCB. I just use one game to get them from the database then plug them into whatever game I'm going to actually play.
Basically, I never let the system do **** to the games I want to see just one name, as up-to-date as I can, per person. Personally I don't like to make my own characters, but if I got over that I'd be filling out my **** on my own.
