It is very debatable. I rate Frazier at #7 and Jeffries at #13, but in reality I don't believe either can be rated top 5 or above and neither should really fall below 13-14 unless you reall underappreciate them or no little about them and their eras. I would lean towards frazier as indicated by my rankings, but it is certainly within the realm of reality to rate one or the other higher.
